Legislatives: Regional Autonomy Legalize Illegal Mining In Bangka-Belitung

Jakarta – TAMBANG. Regional autonomy has made worse the illegal mining practices in Bangka Belitung Province, since local authorities and bureaucrats themselves involve in the case. Not only causing financial loss for the state income, illegal mining has also caused environmental damages. Ismayatun, a member of the 7th commission at the national legislative board, stated above allegation.

“There are so many involved in this issue. It requires an effort from all stakeholders to stop illegal mining in Bangka-Belitung province, including both central government and local bureaucrats. We can’t just rely on the central government without paying attention to the local bureaucrats. We need to be strict about this,” said the congressman late last week (3/1) in Jakarta.

He further questioned the basis for tin production target set by Ministry of Energy and Mineral Resources, at 100,000 tons this year. The minister himself, Jero Wacik, has earlier revealed the target during a work meeting with the 7th Commission of the National Legislative Board, in Jakarta, on 18 February 2013. The number was slightly larger than last year production of 95,000 tons.

The figure was considered odd, since PT Timah (Persero), Tbk. has announced that they only produced 30,000 tons of tin this year. It wouldn’t be logic for PT Kobatin and other private companies to produce more than PT Timah. The only reasonable source to sum the production up to 95,000 tons is none other than from illegal mining.

In accordance to what Ismayatun has assumend, Bruri Rusyadi, a local legislative member of Bangka Belitung Province, also pointed out that the local government of Bangka Belitung has violated the Mining Law (Law No. 4 /2009) by issuing Mining Permits (IUP in its Indonesian abbreviation) without properly determining the Mining Area (WP in its Indonesian abbreviation) first.

“Until this very day, the central government has not yet determined the WP. Therefore the local government was not supposed to issue any IUP just yet.” he asserted. []
